Preheat oven to 350°F. In a medium bowl, whisk together flour, baking powder and salt; set aside.
In a large bowl, beat one of the eggs with sugar. Mix in oil, juice and extracts. Stir in flour mixture until well combined.
Knead dough until smooth and roll into 1-inch balls. Place on ungreased cookie sheet 2 inches apart.
Beat remaining egg with water. Brush on top of cookies. Press a silvered almond into the top of each cookie and bake for 8-10 minutes. Remove to wire rack to cool.
