Preheat oven to 350ºF and line muffin tin with cupcake liners. Set aside.
In a medium bowl whisk together flour, sugar, baking powder, baking soda and salt.
In a separate bowl, beat butter, egg and buttermilk until well combined. Add to dry ingredients and mix until just combined. Fold in chocolate chips. Pour into prepared pan.
Bake for 18-20 minutes or until a toothpick inserted in center comes out clean. Cool completely.
For the frosting, mix all ingredients except the cream in a stand mixer or with handheld beaters. Add the cream a tablespoon at a time and beat on high speed until light and silky.
Pipe onto cupcakes, top with extra chocolate chips and drizzle with maple syrup.
